Early life
Perez was born in Brooklyn's Bushwick on the 6th of September 1964, to Lydia Perez, a merchant maritime seaman, and Ismael Serano. [3][4][5] Perez's mother Lydia Fontanez and Reyes was born in Humacao (Puerto Rico) on October 13, 1939. Her father was from Aguadilla (Puerto Rico). Arturo Perez, her mother's husband, was 20 years older than her. After an affair with Serrano Perez, her mother had already had five children. Perez was born at the now closed Greenpoint Hospital in Brooklyn's Greenpoint neighborhood.
Perez is one of ten children brought up by her mother. Rosie and her siblings lived in Bushwick at the time that their mother was held in jail. Her mother gave birth to her first child while in prison. For a while, she was raised by an aunt. She then went through foster care and group homes. Her siblings and she were often divided. She was transferred to the group foster home and resided in foster care in New York and Peekskill until age eight. She was considered legally an ward by the State of New York from age 12 onwards. Her aunt and mother frequently visited her, and her father tried unsuccessfully to get custody of her.
